Professional leadership in the professional guidance in social work

The Professional Capabilities Framework (PCF) was introduced in 2012 as the overarching framework of guidance for professional standards in social work in England. It comprises nine levels that encompass everyone involved in professional social work, from those at entry level through to those working at strategic levels of senior management. It consists of nine domains of capabilities. For the first time in any professional social work guidance, professional leadership was included as a required capability. Subsequently, various ‘Knowledge and skills statements’ have been produced, aimed at specific areas of social work (see Chapter 2) and they have been mapped onto the PCF. When the PCF was refreshed in 2017/2018 (BASW, 2017) some key changes were made in how professional leadership was described. The statement from BASW (2018b) below explains both the changes and the rationale behind them.

PROFESSIONAL LEADERSHIP – Promote the profession and good social work practice. Take responsibility for the professional learning and development of others. Develop personal influence and be part of the collective leadership and impact of the profession.
